PHASE 1 · MONTHS 1-2

Discovery and inventory

Onboarding workshop with each agency. AI inventory across business units. Vendor mapping. Identify owners and accountable parties. Baseline interviews.

PHASE 2 · MONTHS 3-4

Scoring and workforce literacy

Baseline readiness score per agency. Workforce AI literacy training delivered. Priority gap identification. Mid-pilot check-in with the Office of Administration.

PHASE 3 · MONTHS 5-6

Re-score and report

Measure progress against baseline. Surface remaining gaps. Produce the pilot report. A shareable artifact for the Office of Administration, legislators, and federal partners.

Four deliverables per agency

An agency AI inventory

Current and mapped, including vendor-embedded AI and shadow tools surfaced in workforce interviews.

A readiness score

Baseline and end-of-pilot, aligned to NIST AI RMF and ISO/IEC 42001.

Workforce literacy training

Delivered to identified staff cohorts. Role-specific, not generic. With completion tracking.

A readiness brief

A fifteen-page document the agency director can hand to oversight, legislators, federal partners, or the press.

Who Should Apply

Agencies with AI exposure, leadership willing to look at it

The pilot is built for agencies that already have AI in production or in active procurement, leadership willing to share findings with the Office of Administration, and a designated AI lead who can participate in the six-month cadence. Three to five agencies will be selected. Selection is based on readiness signals, exposure surface, and pilot fit.
